This is Launchpad(Quickstarter) taken from Mac OS X Lion and implemented for Windows.
When you launch WinLaunch, it starts as minimized and you can bring it to screen using Shift+Tab keyboard shortcut.
It comes with optimized controls for touchscreens and tablets, hotkeys and hot-corners (access applications by clicking in any screen corner), fully-customizable design and multi-screen support.
